ECOCIDIO EN TORRELLERO
Municipio Simón Planas, Edo Lara

Una enorme destrucción ecológica, se está realizando, en el sector de Torrellero aproximadamente 4 Km, al este de la población de Sarare, capital del municipio Simón Planas.

Esto incluye la deforestación de la valiosa vegetación alta natural, que cubre una importante formación geológica, que se presenta en elevaciones o “morros”, dominada por roca caliza, formada desde el cretáceo; de gran susceptibilidad a erosión severa.

Esta intervención presenta gran remoción de terrenos cubiertos de vegetación utilizando maquinaria pesada D8, con mas de100% de pendiente, para construir una vía de penetración ramificada, sobre este frágil ecosistema.

Este ecocidio lo esta realizando la Corporación de Desarrollo Endógeno y Económia Social del estado Lara, bajo una aprobación del tipo “ocupación del territorio” otorgada, desde el 7 de junio de este año, por la Dirección estadal del Ministerio del Ambiente MINAMB, con fines de exploración minera de mineral no metálico denominado balastro, que incluye la construcción de su respectiva pica para solo 2 Km de largo.

Evidente mal uso del permiso y nula fiscalización posterior del MINAMB:

Aunque el permiso para la apertura de picas establece que sólo sería factible si no afectan a la vegetación alta y media local, es impactante el daño irreversible al bosque, en terrenos muy inclinados, para construir vías de 4 a 5 mts de ancho y con taludes de corte de hasta más de 3 mts.

Además de superar la longitud de la vía permitida, en pleno bosque, se realizó una enorme remoción, no contemplada en el permiso, de más de1/2 hectárea, con taludes de corte desde la parte más alta, de alrededor de 3 mts, sobre el terreno inclinado y el derribo de árboles de más de 30 mts de altura a escasos 25 mts del cauce de la quebrada, que le suministra agua a la población del caserío Torrellero. Claras huellas de la maquinaria pesada, evidencian su deteriorante paso por la zona del cauce, violando el art 17 de la ley forestal de suelos y agua.

Se evidencio el uso de taladros de exploración, en varios lugares, aunque el texto del numeral 4 del permiso en referencia, no autoriza el inicio de actividades exploratorias.

Mal otorgamiento del permiso

Existen singulares condiciones ecogeográficas en esta zona, como cuenca hidrogeológica, que evidentemente no fueron tomadas en consideración para otorgar dicho permiso.

En estos casos los procesos de infiltración y escorrentía de agua, están intimamente relacionados a la tectónica del área. El inventario espeleológico, con más de 40 cuevas de diversas dimensiones registradas en el sector, puede relacionar los importantes volúmenes de agua que se mueven bajo el subsuelo de toda esta zona.

Es falso que en la microcuenca donde se otorgó el permiso su quebrada sea de régimen estacionario o intermitente, pues posee caudal todo el año en una buena parte de la trayectoria del cauce a tal punto que una tanquilla construida sobre éste, permite la captación del agua de su caudal, para el consumo del caserío Torrellero. Por otro lado en un estado como Lara, dominado territorialmente por la semiaridez en un 60%, este municipio ubicado al sureste, recibe importantes niveles de precipitación debido a su ubicación en la trayectoria de los vientos húmedos que vienen del sur del continente. La orografía local que representan estas elevaciones o morros, le restan humedad a estos vientos, para captar agua, que alimentan estas microcuencas, consolidando su valor hidrográfico.

Representa un error el otorgar permisos de intervención que amenacen una de las pocas áreas del estado Lara de baja elevación, con una cobertura de vegetación arbórea densa, que forma importantes y valiosas condiciones para una fauna diversa y abundante, que tiene esta zona como su hábitat.

En este sector no debe establecerse ningún tipo de explotación minera, puesto que en la providencia administrativa emanada por el Ministerio de la Cultura, de fecha 15 de Agosto del 2005, se establece que estos morros del sector Torrellero, son llevados a la categoría de Patrimonio Cultural Nacional.

Por todas estas razones consideramos totalmente sin criterio alguno y de gran irresponsabilidad, la evaluación de funcionarios de la dirección Estadal del MINAMB del estudio de impacto ambiental y sociocultural, considerándolos “idóneo” para justificar estas actividades de intervención y deterioro en la zona.

Por lo antes expuesto y frente al acelerado deterioro de esta zona, desde que comenzaron las labores de intervención con maquinaria pesada por parte de la Corporación de Desarrollo Endógeno y Economía Social del Estado Lara, consideramos de carácter URGENTE la aplicación de alguna medida cautelar legal, para suspender de manera inmediata este enorme ecocidio y su irreversible daño.

Este país centroamericano está hecho para disfrutarlo al aire libre, a la sombra de su tupida vegetación

Costa Rica es frondosamente verde; la tierra del turismo de aventura y la naturaleza. El punto de partida para conocerla es San José. El destino más apartado apenas se encuentra a tres horas de la capital.

BIODIVERSIDAD

La riqueza de este país está en su espesa vegetación y diversidad de fauna. Sus 51 mil kilómetros cuadrados resguardan 5% de la biodiversidad del planeta. En todo su territorio crecen más de mil 500 especies de orquídeas. En una sola hectárea habitan hasta 100 especies de árboles. Según el parque que visites puedes observar seis especies de tucanes, 6 mil 500 especies de mariposas, 163 anfibios, entre ellos ranas exóticas y venenosas como la blue jeans (de color rojo y patas azules).

Los destinos elegidos por las tortugas para desovar son Tortuguero, playa Grande, Tamarindo, Ostional y playa Nancite. Si quieres participar de este gran acontecimiento, existen programas de conservación en los que turistas y gente local liberan tortugas bebés para conducirlas en su travesía al mar.

TURISMO RURAL

Deja la rutina urbana y busca tu parte campirana en parajes a veces poco explorados. Convive con familias que habitan la zona rural. Ya sea que te hospedes en cómodas cabañas o en sus propias casas, puedes ayudar a ordeñar vacas, reforestar las zonas de humedales, ir de pesca, secar granos de café o visitar poblaciones indígenas para conocer su cotidianidad, costumbres, historia y probar su gastronomía. Muchas de las veces, los anfitriones son los propios campesinos.

¿Quieres dar un paseo? Hay varios medios de transporte para ello: a caballo, en bici o canoa.

ECOTURISMO

El Parque Nacional Manuel Antonio (a 157 kilómetros al sur de San José), ubicado en el Pacífico, es un bosque tropical húmedo con manglares que puedes recorrer en kayak, playas de arena donde además de tumbarte al sol, paseas a caballo, e islas para observar cantidad de aves. Este parque lo habitan mapaches, felinos, monos de cara blanca, perezosos, coatíes, tortugas y fauna marina como mantarrayas y morenas.

La reserva biológica de Monteverde (a cuatro horas de la capital) es un enorme santuario de vida silvestre, en la cordillera de Tilarán. Con paciencia y mucho amor a las aves se pueden observar alrededor de 400 especies, entre ellas el quetzal. Eso sí, llueve mucho durante todo el año. Ésta fue la reserva del hoy extinto sapo dorado.

Largos puentes colgantes, ríos, mariposarios, cascadas y arroyos son parte de su atractivo. Y si decides pasar la noche en este bosque nuboso, tienes la opción de hospedarte en un lodge, cabaña privada o en un hotel común y corriente.

El Parque Nacional Volcán Poás es una atracción explosiva que no hay que perderse. El volcán alcanza los 2 mil 708 metros de altura y desde 1989 ha incrementado su emisión de gases. Está formado por dos cráteres. El más grande mide un kilómetro y medio de diámetro y 300 metros de profundidad. Contiene una laguna de agua caliente con fumarolas activas.

De igual forma se organizan excursiones al volcán Arenal, otro de los colosos activos de Costa Rica. Por las noches se observan las emanaciones de lava mientras te relajas en una piscina de aguas termales.

AVENTURA AL AIRE LIBRE

Costa Rica es la reina del canopy, una serie de cables o tirolesas a través de los cuales los osados visitantes se deslizan sostenidos de un arnés, entre las copas tupidas de los árboles. Los hay en casi todo el territorio: Monteverde, San Lorenzo (con 19 plataformas y uno de los cables más largos del país de 750 metros), en el Parque Nacional Braulio Carrilo (a 45 minutos de San José), a los pies del volcán Arenal, en las montañas de San José y el área de Jacó, entre otros más.

Si te atraen las aguas bravas, el río Pacuare es uno de los mejores escenarios para hacer rafting por sus rápidos de clase IV. El país lo promociona como uno de los 10 mejores del mundo para esta actividad.

El Reventazón es otro cauce turbulento. Hace honor a su nombre que significa "aguas reventando". El Corobicí es para los más miedosos o principiantes o para aquellos que prefieren un recorrido más panorámico que agitado.

Empreven impulsa proyecto de posadas turísticas en Lara
Caracas, 15 Jul. ABN.- Empresarios por Venezuela (Empreven) capítulo Lara presentó bajo la Misión Ribas Productiva el Proyecto de Red de Posadas-Escuela de Turismo del estado Lara: Comunidades Turísticas y Proyectos de Vida Turísticos. «El objetivo de esta iniciativa es contribuir al desarrollo sustentable de la actividad turística en el estado Lara y apoyar el centro de formación de mano de obra calificada hacia el sector turismo con pertinencia social», afirmó el titular de la organización, Alejandro Uzcátegui, según nota de prensa. Asimismo, expresó su satisfacción por el trabajo que están desarrollando los empresarios larenses en pro del país, ya que a través de este proyecto se generan nuevas fuentes de empleo, a la vez que se proyecta la producción textil, agroalimentaria y artesanal de esa entidad. El proyecto en cuestión plantea la creación de una posada con 18 habitaciones, donde se articulen todos los procesos que le agregan valor a esta actividad, tales como: producción, transformación, distribución y consumo entre las diferentes unidades de trabajo. Turismo crece rápidamente en América Central

América Central es una de las zonas del mundo que presenta el mayor crecimiento en cuanto a la llegada de turistas, de acuerdo con datos de 2006, comparados con los de 2005, que presenta la Organización Mundial de Turismo (OMT).

Según el indicador de la OMT, Centroamérica presenta un crecimiento en llegada de turistas del orden de un 10.3 por ciento en 2006, con respecto a 2005.

De acuerdo con los datos dados a conocer por las autoridades regionales de turismo, a la región llegaron durante 2006 un total de seis millones 900 mil visitantes extranjeros, lo que representa 710 mil 700 turistas adicionales respecto a 2005.

Los datos fueron publicados por la OMT a través de su indicador el “Barómetro de Turismo Mundial”, en el marco de la 46 reunión anual de la Comisión para las Américas de la mencionada organización turística mundial.

De acuerdo con cifras preliminares, el continente americano presentó durante 2006 con respecto a 2005, un crecimiento en la llegada de turistas del 2.1 por ciento, pero la subregión mostró que las visitas a América Central fueron de un 10.3, lo que es significativamente más alto que el promedio continental.

Promedio americano está bajo

De hecho, el promedio americano se encuentra por debajo del promedio de crecimiento mundial, cuyo mayor crecimiento lo registró el continente asiático, índice que alcanzó un 7.8 por ciento de crecimiento entre 2005 y 2006.

Ese 7.8 por ciento significó 167.4 millones de turistas, sin embargo, a Europa arribaron 455 millones de visitantes, pero el crecimiento anual sólo fue del 4.3 por ciento.

El 2.1 por ciento de América numéricamente representó 136 millones de visitantes, en tanto que a Oriente Medio llegaron 40.7 millones de turistas, lo que significó un crecimiento porcentual del 6.2 por ciento.

A Centroamérica, como subregión llegaron durante 2006 un total de 6.9 millones de turistas, lo que representó un ingreso de cinco mil 326 millones de dólares durante ese año.

Problemas ambientales en Torrellero (ecocidio)

El poblado de Torrellero se encuentra a unos 50 kilómetros de Barquisimeto, es conocido por los escaladores Venezolanos por sus morros, en especial el morro de la cementera, esta es una fabrica de cemento abandonada desde hace más de 20 años, dicho morro actualmente está en peligro, pues según la información que nos ha llegado el mismo sería usado como una cantera, a saber se tiene planeado extraer de el balastro, especie de graba que se usa para soportar los durmientes del ferrocarril, personalmente no veo en el ese tipo de roca, la misma es más común encontrarla en los lechos de los ríos, pero no soy un experto en esa área, usarlo como cantera no solo traerá como impacto negativo el impedimento de uso del mismo por parte de la comunidad de escaladores, sino la perdida de habitad para muchos animales, ya que en el se pueden encontrar guacamayas (que es un ave exótica y protegida) y monos araguatos, entre otros, también está el problema de la perdida de la capa vegetal y los árboles (como podrán ver en las fotos más abajo) eso sin contar el polvo que se producirá con las explosiones que tienen planeadas hacer para extraer la roca.

La comunidad

Como ya dije Torrellero es un caserío de unas veinte familias que en su mayoría viven de la agricultura, cuyos pobladores no han sido lo suficientemente informados de los impactos negativos del problema, más bien según se la gente de la empresa encargada de hacer la carretera les ofreció trabajo a algunos de los pobladores, tratando de esta manera de colocarles un bozal de arepa, también les prometieron un alumbrado nuevo y el asfaltado de la via, esto hay que decir que no son dádivas sino que todo gobierno está obligado a realizar obras similares, pero que en este caso las están usando para comprar la conciencia de los pobladores. Por otra parte dichos ofrecimientos de trabajo, son pan para hoy y hambre para mañana.

La situación del morro no es algo totalmente nuevo, hace poco más de un año escribí un post hablando de ello, tampoco es nuevo ni mentira que una vez se presentó una propuesta para desarrollar en la zona un proyecto ecoturistico, el cual al principio fue aceptado por las autoridades locales, pero luego fue engavetado.

Leyes verdes

Al parecer quienes están haciendo estas obras tienen algún tipo de respaldo por parte desgobierno, puesto que se han hecho averiguaciones y parece que la empresa que está haciendo la carretera tiene algún tipo de permiso del ministerio del ambiente, falta determinar si hay algún estudio de impacto ambiental hecho, pues según nuestra constitución (que es muy verde) es clara al especificar que cualquier tipo de actividad susceptible a degradar el ambiente debe hacérsele un estudio de impacto ambiental,y dicho estudio es previo al comienzo de la actividad (de hecho se realiza en la etapa de la ingeniería conceptual) además los estudios de impacto ambiental son de carácter público, es decir cualquier persona (natural ó jurídica) tiene derecho ¿a acceder a ellos y denunciar ante los organismos encargados a quien realice dichas actividades si considera que va a ser afectado, esto no lo invento yo, está escrito en la constitución, además que hay una normativa completa al respecto.

Dicho todo lo anterior solo nos queda a los posibles afectados, llámense escaladores, ambientalistas, pobladores de la zona y demás organizarnos y defenderlo.

Mintur y Comunidad de Chirimena inician Jornada de Sensibilización Turística Ambiental

Comunidad de Chirimena realiza actividad de limpieza

Enmarcado en el Programa Comunidades Turísticas que promueve el Ministerio del Poder Popular para el Turismo liderado por Titina Azuaje, la comunidad organizada del pueblo de Chirimena, ubicada en el Municipio Brión del Estado Bolivariano de Miranda, comenzó este lunes una Jornada de Sensibilización Turística Ambiental con el propósito de embellecer sus espacios públicos y crear conciencia en la población.

Trabajar de la mano con la comunidad en la consecución de actividades de su interés con el objetivo de cubrir las necesidades reales de la localidad en cuanto a turismo y calidad de vida de los habitantes, es parte del concepto que abarca el Programa Comunidades Turísticas que ha desplegado Mintur en varias regiones del país. El mismo, comprende Jornadas de Sensibilización Turístico Ambiental, Talleres de Capacitación Turística, la elaboración de Proyectos Socioproductivos y por último, establecer y ejecutar una Contraloría Social.

En la Parroquia de Higuerote, la iniciativa ha sido acogida con notorio compromiso por parte de la comunidad, la cual hace quince días realizó una Asamblea de Ciudadanos a través del Consejo Comunal de Chirimena para acordar la logística de la Jornada de Saneamiento Ambiental que se ejecutará del 9 al 13 de julio en los siguientes sectores: Casco Histórico, Calle Real de Chirimena, playas y boulevares del pueblo.

Personal de Corposervicios de Miranda desmalezan áreas verdes

Durante el primer día de la actividad, asistieron voluntarios de Corposervicios de Miranda, personal de la Alcaldía del Municipio Brión, Invitrami y de los Ministerios de Ambiente y Turismo, así como la “Cooperativa 45” de la zona y algunos habitantes del pueblo.

Según lo manifestó Elizabeth Monasterios, Vocero de la Comisión de Turismo del Consejo Comunal, se espera que para el jueves participen en la jornada alrededor de 350 personas, ya que está confirmada la asistencia de 200 estudiantes del Instituto Universitario de Barlovento. Asimismo, destacó que con esta jornada se espera sensibilizar a la población para que “conserve y preserve el ambiente”.

Por su parte, el Coordinador de Corposervicios de Miranda, Manuel Antonio Ramos, quien participó este lunes junto a otros voluntarios de la institución, hizo un llamado a los posaderos para que se “motiven y se integren a la jornada”.

Cabe destacar que Mintur junto a la comunidad ha realizado Jornadas de Sensibilización Turística Ambiental en los Estados Nueva Esparta, Falcón, Miranda, Bolívar, Zulia y próximamente trasladará esta experiencia a la región de Sucre.
